M Chester Arthur

Chester A. Arthur (1829–1886), the 21st President (1881–1885), assumed office after Garfield’s death. Initially seen as a product of the political patronage system, Arthur surprised many by championing and signing the Pendleton Civil Service Reform Act, which began professionalizing government jobs. His administration modernized the Navy and upgraded the White House’s furnishings, reflecting his refined tastes.

Interesting anecdote: Nicknamed “Elegant Arthur,” he was known for his impeccable fashion sense. Arthur reportedly owned over 80 pairs of pants and often changed his trousers multiple times a day. His sartorial style and lavish parties made him one of the most fashionable presidents in history.
